Captain America: Civil War Plot
In 1991, brainwashed super soldier James "Bucky" Barnes is sent from a Hydra base in Siberia to hijack a car carrying a super soldier serum. In the present, about a year after the Avengers defeated Ultron in Sokovia, Steve Rogers, Natasha Romanoff, Sam Wilson, and Wanda Maximoff stop Brock Rumlow from stealing a biological weapon from a laboratory in Lagos. Rumlow blows himself up and tries to kill Rogers. Maximoff telekinetically redirects the blast, accidentally destroying a nearby building and killing several Wakanda humanitarian workers.
US Secretary of State Thaddeus Ross informs the Avengers that the United Nations (UN) is preparing to approve the Sokovia Accords, creating a UN panel to monitor and control the team. The Avengers are divided: Tony Stark supports surveillance because of his role in the creation of Ultron and the destruction of Sokovia, while Rogers believes more in his decisions than in politicians.
Meanwhile, Helmut Zemo tracks down and kills Barnes' old Hydra handler and steals a book containing the trigger words that trigger Barnes' brainwashing. At the UN conference in Vienna where the treaties are ratified, a bomb kills King T'Chaka of Wakanda. According to security footage, the bomber is Barnes, whom T'Chaka's son T'Challa vows to kill. Learning of Barnes' whereabouts and the authorities' plans to kill him, Rogers decides to try to bring Barnes—his childhood friend and sparring partner—to him. Rogers and Wilson chase Barnes to Bucharest and try to protect him from T'Challa and the authorities, but the Bucharest police and James Rhodes arrest all four, including T'Challa. Posing as a psychiatrist sent to interview Barnes, Zemo utters words that activate Barnes' brainwashing. He questions Barnes and then sends him on a rampage to protect his escape. Rogers stops Barnes and sneaks him away. When Barnes regains consciousness, he explains that Zemo is the real Vienna bomber and wanted the location of the Siberian Hydro base, where other brainwashed "Winter Soldiers" are kept in cryogenic stasis. Unwilling to wait for permission to capture Zemo, Rogers and Wilson go rogue and recruit Maximoff, Clint Barton, and Scott Lang to their cause.
With Ross' permission, Stark assembles a team of Romanoff, T'Challa, Rhodes, Vision, and Peter Parker to capture the renegades. Stark's team intercepts Rogers' group at Leipzig/Halle Airport, where they fight until Romanoff allows Rogers and Barnes to escape. As Rogers and Barnes escape, Vision accidentally shoots Rhodes, paralyzing him. The rest of Rogers' team is captured and imprisoned in the Raft prison, and Romanoff is forced into exile.
Stark finds evidence that Barnes was tricked by Zemo and convinces Wilson to give him Rogers' destination. Without informing Ross, Stark goes to a Hydra facility in Siberia and makes a truce with Rogers and Barnes, unaware that T'Challa was secretly after them. They discover that Zemo killed other super-soldiers and show them footage that reveals that the car Barnes hijacked in 1991 contained Stark's parents, whom Barnes later killed. Furious that Rogers kept this from him, Stark turns on both of them, leading to an intense battle where Stark destroys Barnes' robotic arm and Rogers transforms Stark's armor.
